With effect from 4th April 2008 when the new Consular fee table was introduced all passport applications are non-refundable. The passport fee is now charged for administering the application rather than for issuing a passport. Previously British Citizens entitled to UK passports were subsidising time spent by staff dealing with spurious, fraudulent and ineligible applications. This will now cease, and everyone will pay the fee.
